Abstract

The article examines a public organizations (non-profit associations and unions) in Vladivostok in 1870­–1917. The Activities of organizations aimed at solving the most urgent problems of city, reflects the dynamics of its development in the period of Porto Franco (free port, free port) in 1862–1900 and 1904–1909. As the city’s acute problems were the issues of economic teaching disorder, cultural activities; early 1900s - sports and leisure improvement would be. The authors come to the conclusion about the activity of the local population, support of local government, the formation of the General strategy of municipal policy, feedback of the population and the authorities.
